The mount comes after the story. Though you do get rental skyscales through the story, but you could do the "require skyscale" step with a griffon and gliding easily. The skyscale rental just makes it easier. The only thing that's locked without the skyscale mount is a few achievements and the Vision legendary trinket.
In Guild Wars 2, the skyscale is a coveted flying mount, but it hasn't been one of the best. Not until the latest update, at least. The little guys are getting some love at last.

Once obtained, many players use it as their only mount in nearly all situations. That's why its basically a Legendary-quality mount, and the grind is about the same. The time to obtain a Legendary weapon without "cheating" (i.e spending gold) is ~1mo, and the time to acquire the Skyscale casually is about the same.
Mount packs are consumables providing mount skins. Mount packs provide all skins listed, there is no random chance involved. All the mount skins can be dyed. You can get a skin for a mount you do not own, however, this will not unlock the respective mount. But once you have unlocked the mount, you can use the skin.
